Supply and consumption, two-pronged approach, speeding up the development of new energy

Planning and construction of several large bases started, and investment in UHV and other fields increased.

The reporter of the Economic Information Daily learned that the planning and construction of a number of new energy bases, including large-scale wind power and photovoltaic bases, are being accelerated, and investment in UHV, pumped storage and other fields has increased. In the second half of the year, a number of major projects are planned to start one after another. With the two-pronged approach of supply and consumption, new energy will usher in a larger development space, provide a strong guarantee for China's energy security, and inject new impetus into economic growth and the realization of the 'double carbon' goal.

Speeding up the construction of several large bases

On the vast Gobi Desert in Xinjiang, huge wind turbines have been erected, and the 1 million kilowatt wind power photovoltaic base project in Urumqi, northern Xinjiang of Huadian is in full swing. On July 30th, the first tower was successfully hoisted.

According to the relevant person in charge of china huadian Xinjiang Power Generation Co., Ltd., this project is the first multi-functional clean energy base in Xinjiang, which integrates 'wind energy, photovoltaic, thermal power and energy storage'. It is the largest onshore wind turbine in China at present, with 6 MW wind turbines. At the same time, the 'PV+'scheme is adopted to realize the integrated development of new energy and ecology. After the project is completed, 2.5 billion kilowatt-hours of 'green electricity' will be added every year, 830,000 tons of standard coal will be saved, and 2.1 million tons of carbon dioxide emissions will be reduced.

To achieve the goal of peak carbon dioxide emissions and carbon neutrality, while keeping the bottom line of energy security, it is required that green and low-carbon development should adhere to the principle of 'first standing before breaking through', and the promotion of new energy supply capacity should be placed in the first place. As the top priority of new energy development in the 14th Five-Year Plan, the construction of large-scale wind power photovoltaic bases focusing on deserts, Gobi and desert areas has been accelerated, with a total scale of 455 million kilowatts.

According to the reporter of Economic Information Daily, the first batch of base projects has started construction in an all-round way, and the list of the second batch of base projects has been issued, mainly in Inner Mongolia, Ningxia, Xinjiang, Qinghai, Gansu and other regions.

'The second batch of projects have been included in the package of policies and measures issued by the State Council to stabilize the economy. At present, these areas are stepping up the preliminary work and actively promoting the project construction.' Li Chuangjun, director of the New Energy and Renewable Energy Department of the National Energy Administration, revealed at the recent press conference of the State Council Office that seven onshore new energy bases, two water-wind integration bases and five offshore wind power cluster bases identified in the 'Tenth Five-Year Plan' are also stepping up the preparation of implementation plans.

There is considerable room for new energy development.

The industry believes that the promotion of the construction of all kinds of new energy bases will bring obvious increment to the development of new energy industry.

According to the data of the National Energy Administration, in the first half of 2022, the newly installed capacity of wind power and photovoltaic in China was 12.94 million kilowatts and 30.88 million kilowatts, accounting for 68.4% of the total newly installed capacity. The cumulative installed capacity of wind power is about 340 million kilowatts, up 17.2% year-on-year, and that of solar energy is about 340 million kilowatts, up 25.8% year-on-year. Investment in new energy generation accounts for 55.5% of the total investment in power supply. Among them, solar power generation was 63.1 billion yuan, a year-on-year increase of 283.6%.

According to Jiang Debin, deputy director of the Data and Statistics Center of China Electricity Council, driven by the goal of carbon neutrality in peak carbon dioxide emissions, the new energy power generation industry has become one of the few industries in China with high capacity utilization rate but no surplus, clean and green electric energy produced, which is welcomed by the society and has a broad development space in the future. Especially in 2022, when the downward pressure on China's economy is increasing, and the economic work is stable, the new energy power generation has become an important investment target to stabilize the economy and investment.

Su Xinyi, assistant to the president of the Clean Energy Research Institute of the Planning and Design Institute of Electric Power, said in an interview with the Economic Information Daily that at present, China's new energy sources have entered a new stage of high-quality development, and will continue to maintain a rapid growth trend in the second half of the year. The newly installed scale of wind power and photovoltaic power generation will exceed 100 million kilowatts throughout the year, and the wind power and photovoltaic power generation will continue to increase, accounting for more than 12.2% of the electricity consumption of the whole society, and the proportion of non-fossil energy to the total energy consumption will increase to about 17.3%.

According to the plan, during the '14th Five-Year Plan' period, China's wind power and solar power generation will double. By 2030, the total installed capacity of wind power and solar power will reach more than 1.2 billion kilowatts. It is generally believed in the industry that the newly installed capacity of wind power and solar power generation during the '14th Five-Year Plan' and '15th Five-Year Plan' period is expected to far exceed the planned target.

While increasing the construction of supply capacity, we should solve the problem of new energy consumption.

According to the data provided by the General Institute of Electric Power Planning and Design, in the first half of this year, the overall utilization level of new energy was kept at a high level, and the utilization rate of scenery in 12 provinces and cities across the country reached 100%. As of June, the national wind power utilization rate reached 95.8%, and the photovoltaic utilization rate reached 97.7%. Local areas are affected by the epidemic situation, and the growth rate of electricity consumption in the whole society is not high. At the same time, due to the influence of many factors, such as simultaneous generation of wind power and hydropower, limited transmission of power grid, and insufficient regulation capacity, the utilization rate of wind power in some areas has dropped below 90%.

Su Xinyi pointed out that during the '14th Five-Year Plan' period, China's electricity consumption is expected to maintain a medium-speed growth of about 5%. Under the complicated situation of energy supply at home and abroad, it is necessary to improve the safe and reliable substitution ability of new energy sources as soon as possible. While speeding up the planning and construction of large-scale wind power photovoltaic bases, it is necessary to rationally arrange advanced coal power, new energy storage and pumped storage, strengthen the support of the power grid at the sending and receiving ends, and accelerate the construction of UHV projects in the 14th Five-Year Plan, such as 'three exchanges and nine straight lines', so as to realize the wide-area consumption of new energy. Through the optimal allocation and coordination of new energy, coal-fired power storage technology and the 'three elements' of power grid channels, we will promote the construction of a national-level, large-scale, high-proportion, safe and reliable new energy supply and consumption 'new system' to support the realization of the dual-carbon goal.

Related investments are constantly increasing. State Grid Corporation plans to invest 2.4 trillion yuan in power grid during the '14th Five-Year Plan' period, and vigorously promote the construction of new energy supply and consumption system. The total investment of projects under construction this year is expected to reach a record high of 1.3 trillion yuan, which will drive the investment of upstream and downstream industries to exceed 2.6 trillion yuan. China Southern Power Grid plans to invest 125 billion yuan in fixed assets this year. In addition to the Guangdong-Hong Kong-Macao Greater Bay Area series of key projects, the increased investment projects mainly focus on the new energy transmission supporting power grid project and pumped storage project.

It is planned to start construction of 8 UHV projects in Jinshang-Hubei, Longdong-Shandong, Ningxia-Hunan, Hami-Chongqing DC and Wuhan-Nanchang, Zhangbei-Shengli, Sichuan-Chongqing and Huangshi, with a total investment of more than 150 billion yuan; Four pumped storage units in Fengning, Hebei Province and one pumped storage unit in Jinzhai, Anhui Province were put into operation, with an additional installed capacity of 1.5 million kilowatts, and the pumped storage power stations in Zhuanghe, Liaoning Province and Niushoushan, Ningxia Province were started ... In the second half of this year, a number of major projects will be implemented, and the construction peak will be ushered in in in the fields of UHV and pumped storage.
