New energy consumption capacity should keep up

Since the beginning of this year, the installed capacity of new energy in China has increased substantially, but at the same time, the rate of abandoning wind and light has increased in some areas.

The phenomenon of wind and light abandonment was once an important factor restricting the high-quality development of China's new energy industry. Some people figuratively describe wind power photovoltaic as a special agricultural product in the field. With the expansion of planting scale, the local people can't eat it all, the deep processing ability can't keep up, and the delivery logistics channel is not smooth, so only part of it can be thrown away in vain. It can be seen that the root cause of abandoning wind and light is that the construction speed of new energy power in a certain area exceeds the consumption capacity, resulting in the contradiction between large-scale development of energy and efficient consumption and utilization.

In recent years, China's installed capacity of new energy, represented by wind power and photovoltaic power generation, ranks first in the world, with the proportion of power generation steadily increasing and the cost rapidly decreasing, which has basically entered a new stage of development with low price and no subsidy. Under the goal of 'double carbon', China has made it clear that by 2030, the total installed capacity of wind power and solar power will reach more than 1.2 billion kilowatts. From the aspects of national planning, low-carbon trend of energy consumption and new energy equipment technology, favorable signals for further large-scale development and utilization of new energy have been released.

However, we should be alert that if we ignore the constraints such as insufficient adaptability of power system to large-scale and high-proportion new energy connection and consumption, the development and utilization of new energy may repeat the dilemma of large-scale wind and electricity abandonment. Therefore, China's new energy development is faced with multiple challenges, such as large-scale development, high-level consumption and ensuring the safe and reliable supply of electric power.

The '14th Five-Year Plan for Renewable Energy Development' published recently pointed out that China's renewable energy will enter a new stage of high-quality development. In this judgment, 'high quality' is not difficult to understand. The so-called 'leap' is not only a leap-forward development of installed capacity, but also a rapid increase in the proportion of renewable energy in power consumption, and a new change in development mode from policy-driven to market-driven As the main force of renewable energy, the new energy represented by wind power and photoelectricity will play a leading role in the clean, low-carbon, safe and efficient energy system in the future. Therefore, we must adhere to the concept of 'standing before breaking', 'overall planning' and 'systematic concept' to effectively resolve various challenges faced by new energy development. It is imperative to coordinate and solve the relationship between large-scale development and high-level consumption of new energy, and ensure the safe and reliable supply of electric power, so as to promote the scale, benefit and safety of new energy together.

On the one hand, it is necessary to tap the potential of local consumption of new energy. From the perspective of utilization, local consumption of new energy is the most economical way. To improve the level of local consumption of new energy, it is necessary to further tap the potential space, encourage and guide the whole society to consume green power such as new energy, promote green power to give priority to trading organization, power grid dispatching and price formation mechanism, and provide market players with sound, friendly and easy-to-use green power trading services. At the same time, in qualified industrial enterprises and industrial parks, we will speed up the development of new energy projects such as distributed photovoltaic and decentralized wind power, and increase the proportion of new energy power used by terminals.

On the other hand, it is necessary to speed up the construction of delivery channels. UHV transmission line is like the power 'highway'. Under the condition of limited local absorption capacity of new energy, it can not only meet the electricity demand of industrial gathering areas, but also realize the effective utilization of new energy through the outgoing channel. In the long run, to improve the level of new energy consumption, it is necessary to speed up the construction of new power systems, break through provincial barriers, and make efforts in grid technology, trading mechanism, infrastructure and other aspects to realize the rational allocation of new energy power in the whole country.

In addition, it is necessary to explore multi-channel energy storage paths. In recent years, many new energy-rich areas have implemented energy storage projects such as pumped storage and green electricity hydrogen production, which have improved the utilization level of new energy to some extent. By converting the temporarily surplus wind power and photovoltaic power into other forms of energy, and then converting it into electrical energy output at the peak of electricity consumption, the 'peak-off listing' of new energy power can be effectively realized.
