Xinhua Wuhan, June 4 (Lian Xun, Zhao Mengqi) Wuhan recently released the pilot implementation plan (2022-2023) for the application of new energy vehicles. It is proposed that by the end of 2023, the city will promote 18,000 new energy vehicles and build 100 power stations (calculated by single lane).

In recent years, China's electric new energy vehicles have developed rapidly, but the problems of unsatisfactory cruising range and long charging time restrict the further development of this industry. In order to solve this problem, many automobile companies have put forward a solution-replacing the battery, that is, replacing the power battery with more power in electric vehicles. This power exchange work needs to be completed in a professional power exchange station, and the whole process takes several minutes.

Wuhan has introduced a pilot implementation plan for the application of new energy vehicle electricity exchange mode, which aims to speed up the popularization and application of new energy vehicle electricity exchange mode, inject new vitality into the city's new energy vehicle market, build a new ecology of new energy vehicle electricity exchange demonstration, drive the vigorous development of new energy vehicle industry chain, build a leading pilot benchmark city for the application of new energy vehicle electricity exchange mode in China, and boost the high-quality development of automobile industry.

Wuhan proposed that according to the principle of intensive conservation, it will make full use of existing natural gas filling stations, charging stations, gas stations, surplus land of substation of power supply companies and other resources, and work out the site selection plan for power stations. The whole city focuses on Wuhan Economic Development Zone, East Lake High-tech Zone and other industrial leading areas and transportation hubs such as railway stations, bus stations, airports, ports, etc., and improves the network layout of power exchange stations. Wuhan requires all relevant departments directly under the municipal government to increase the support of supporting projects for connecting power exchange facilities to the power grid, strengthen services in power grid planning, distribution network, power reporting and installation of power exchange facilities, and strive to build 50 power exchange stations by the end of 2022.

Focusing on taxi, network car, private car, commercial vehicle and other fields, Wuhan proposed to promote 7,000 new energy vehicles with various types of electricity by the end of 2022. Encourage all new and updated vehicles of taxis and network-based vehicles in the city to use new energy vehicles, among which natural gas taxis are replaced with new energy vehicles in advance. Wuhan supports the development of private car market through the marketing model of 'separation of vehicle and electricity', and explores the application scenarios of new energy vehicles with electricity exchange in the fields of public transportation, municipal administration, official business, port and logistics.

Wuhan City proposes to reward demonstration application projects in key application areas such as cruise taxis and online car-hailing vehicles that will be launched in the recommended catalogue before December 31, 2023. Among them, a one-time reward of 2,000,000 yuan will be given to cruise taxis and network car projects that put in no less than 100 new energy vehicles for electricity exchange in a natural year and actually operate in electricity exchange mode, and the part with more than 100 vehicles will be rewarded according to 20,000 yuan/vehicle. Wuhan will reward the taxi companies that purchase and operate new energy vehicles for electricity exchange with 10: 1 to increase the operating index of taxis for electricity exchange, and the whole city will control it according to the new total of 500 vehicles. For the power exchange station completed and put into operation before December 31, 2023, and connected to the municipal new energy vehicle and charging infrastructure supervision service platform, Wuhan City will give an investment reward according to 15% of the actual investment amount of the power exchange station equipment.

At the same time, Wuhan will vigorously promote the cooperation of automobile enterprises, battery enterprises, energy enterprises and financial institutions to set up a 'battery bank', and implement the business model of separation of vehicle and electricity based on the whole life cycle management of batteries, so as to realize efficient utilization and environmental protection recycling of batteries. Support enterprises in the whole city to strengthen independent research and development of core technologies of key links such as complete electric vehicles, power batteries, and electric equipment, increase investment in technical research and development of electric infrastructure and power supply network, and realize automation, digitization, and networking of all kinds of electric facilities.
