Xinhuanet Wuhan, March 10 (Reporter Tian Zhongquan) 'Promoting the sound and rapid development of new energy and ensuring the safe and reliable supply of energy and electricity in China requires the cooperation of the government, society and enterprises.' Chen Xiuyan, member of the National Committee of the Chinese People's Political Consultative Conference, deputy chief economist of State Grid Corporation of China and director of Central China Branch, suggested strengthening the top-level design and hierarchical convergence of new energy development, ensuring the convergence, coordination and unification of national and local planning, and jointly promoting the orderly development of new energy science.
Committee member Chen Xiuyan said that the main problems restricting the development of new energy resources at present are as follows: First, the new energy planning at all levels lacks overall planning; Second, the uncoordinated contradiction of source network construction is prominent; Third, the new energy support capacity is insufficient. The national '14th Five-Year Plan' for renewable energy development puts forward the overall national development goal, but the provincial planning goal is not clear. According to preliminary statistics, the total scale of new energy resources planned by provinces in the State Grid operation area during the 14th Five-Year Plan has reached 1.3 billion kilowatts, and some areas far exceed the absorptive capacity. Some provinces simply increase the installed capacity of new energy, and the construction scale greatly exceeds the absorptive capacity of the power system. In the approved construction scale in 2021, more than 70% of the new energy projects in the State Grid operating area are located in the 'Three North' area, and they will be put into operation in 2022 and 2023. It is expected that the utilization rate of new energy in Gansu, Qinghai and other provinces will drop sharply.
In addition, according to recent statistical data, new energy can only be included in the power balance according to the proportion of 5%-10% of installed capacity during the peak hours of power consumption. During the late peak load period in winter, photovoltaic output is basically zero, wind power fluctuates obviously, and it is more difficult to ensure power supply. At the same time, the standards of new energy access and grid connection are not perfect, and the safe and stable operation of power system is facing great pressure after large-scale access.
Committee member Chen Xiuyan said: 'The' 14th Five-Year Plan' is a critical period for China's new energy development. To realize the safe and reliable replacement of conventional power sources by new energy sources, it is necessary to adhere to the national chess game and promote the coordinated development of new energy sources, power grids and supporting regulation capabilities.'
He suggested that according to the national plan, the national energy authorities should decompose and clarify the new energy planning objectives of each province, and orderly arrange various projects such as distributed large-scale development pilots and large-scale scenery bases in desert Gobi desert. Scientifically formulate the responsibility weight of consumption in each province, clarify the installed capacity and utilization index of new energy in each province as soon as possible, and ensure the scientific and healthy development of new energy. When formulating new energy planning, energy authorities at all levels simultaneously carry out research on supporting power grid planning and bring it into power planning synchronously with power supply projects. According to the idea of 'traditional energy to ensure the power supply and new energy to adjust the power supply structure', while vigorously developing new energy, we should scientifically develop advanced clean coal-fired power, speed up the start-up of a number of traditional power sources, and improve the power supply capacity in the middle and late period of the 14th Five-Year Plan.
