Let new energy vehicles bid farewell to "difficult charging", sooner rather than later

The construction of charging piles should not only emphasize quantity, but also ignore 'quality', and be truly demand-oriented, so as to improve layout rationality and use efficiency.

According to CCTV reports, due to the frequent charging of new energy vehicles in winter, in some places, the phenomenon that 'public charging piles basically rely on' grabbing', and the owners get up at four o'clock in the morning to grab charging piles' appears.

At the same time, the statistics of China Association of Automobile Manufacturers show that in the first three quarters of this year, the number of new energy vehicles in China reached 6.78 million, and the cumulative number of charging infrastructure in China was 2.385 million. From January to November, the sales volume of new energy vehicles was 2.99 million, and its popularization and application has entered the fast lane. However, the increment of national charging infrastructure is only 704,000, which is obviously lagging behind. Especially in the winter when the demand for charging is rising, this problem becomes more prominent. This is undoubtedly a reminder that the supporting infrastructure construction of new energy vehicles must catch up.

In the initial stage of popularization and application of new energy vehicles, the related infrastructure construction has lagged behind, which has its objective reasons. However, there are a large number of new energy vehicles in China at present. However, the gap between the construction progress of supporting infrastructure represented by charging piles and the growth rate of new energy vehicles is widening, which must arouse vigilance.

On the one hand, millions of new energy vehicle owners are faced with the trouble of 'difficulty in charging' or inconvenience in charging, which is a real livelihood problem, which is related to the life experience of countless car owners and families and must be paid attention to. On the other hand, when the number of new energy vehicles reaches a certain foundation, the most basic problems like charging still cannot be solved, which will inevitably affect consumers' expectations and their confidence in the popularization of new energy vehicles.

Therefore, whether from the level of people's livelihood or from the perspective of expanding consumption and promoting the development of related industries, it is better to accelerate the construction of supporting infrastructure for new energy vehicles. Moreover, there is no lack of policy guidance and support in this respect.

On December 14th, the relevant notice jointly issued by the National Development and Reform Commission and the Ministry of Industry and Information Technology re-emphasized that the construction of charging piles, power stations and other supporting facilities should be accelerated. As early as October 2015, the State Council also clarified the construction principle of 'moderately advanced' charging infrastructure in relevant guidance. However, compared with the reality, the related construction not only failed to 'advance', but also somewhat 'delayed'.

To alleviate the contradiction between supply and demand of new energy vehicle charging facilities, the improvement of increment and stock is essential. In terms of increment, it is necessary to speed up the pace of new construction, so that the popularization speed of supporting infrastructure is faster than that of new energy vehicles, so as to ensure the continuous improvement of car owners' experience and further enhance the social recognition of new energy vehicles. Specifically, it is necessary to speed up the mechanism and policy obstacles faced by supporting infrastructure construction. Such as power supply, space distribution, management and coordination, planning and design, etc., all need to be resolved in a targeted manner.

In fact, the relevant guidance issued by the General Office of the State Council in 2014 has already put forward a package of requirements, such as formulating and implementing the development plan of charging facilities for new energy vehicles, explicitly incorporating its construction into the overall urban planning, improving relevant land use policies and electricity price policies, encouraging public places to speed up the construction of charging facilities in internal parking lots, and increasing corresponding support from local governments. The formulation and implementation of these policies should be more urgent and truly create better conditions for the popularization of charging piles.

The improvement of stock is mainly reflected in improving the layout rationality of charging pile construction and the adaptability of charging equipment. The data shows that as of September 2021, the ratio of car piles in China is about 3:1, but the average utilization rate of the whole public charging pile is less than 10%, mainly because of uneven distribution. This also requires the construction of charging piles, which should not only emphasize quantity, but also ignore 'quality', be truly demand-oriented, and improve layout rationality and use efficiency.

The popularity of new energy vehicles has entered the 'fast lane', but the construction of supporting infrastructure such as charging piles cannot stay in the 'slow lane' for a long time. Only when the two are truly matched can the society's experience of using new energy vehicles be improved, and it can also help eliminate consumers' concerns and promote 'blocking points'. Because of the arrival of winter, this problem has once again attracted attention, but to solve this problem, we can't think of it only in winter. There is a 'parking difficulty' in the traditional automobile era, and there can be no 'charging difficulty' in the new energy automobile era.
