Focusing on the “Double carbon”goal and promoting the green rising

On October 15, the new energy project of 2021 started in seven cities including Jiuquan, Jiayuguan City, Zhangye, Jinchang, Wuwei, Baiyin and Qingyang, setting off a new energy construction boom in the whole province. This is a vivid practice for Gansu province to actively implement the “Three new and one high”requirements, to focus on the “Double carbon”goal, and to promote the construction of large-scale wind-photovoltaic power bases focusing on Gobi, desert and desert areas.

Gansu province is rich in wind and light resources. The Gobi area of Hexi, represented by Jiuquan, is vast and flat. It is one of the best regions for developing new energy sources.

The development of new energy resources in Gansu province started early. After the provincial government of the CPC Central Committee put forward the idea of “Building the Hexi Wind Power Corridor and recreating the Three Gorges on land in the West”in 2006, during the 12th five-year plan period, with the support of the National Development and Reform Commission and the National Energy Administration, Gansu province has achieved rapid development of new energy.

During the 13th five-year plan period, Gansu province insisted on the absorption of new energy sources as an important hand in promoting high-quality development of new energy sources, by promoting the direct purchase of electricity, replacing self-contained power plants with new energy sources, accelerating the construction of Dunhuang as a city with 100 per cent renewable energy, increasing power distribution, promoting clean energy heating and electricity substitution, and other demonstration projects, breaking the bottleneck of new energy consumption.

Through years of development, the proportion of new energy in Gansu province has been increasing, and the installed capacity of new energy and renewable energy has been increasing year by year. By the end of 2020, new energy sources accounted for 42 percent of the total installed capacity, power generation accounted for 21 percent, and non fossil energy accounted for 26.8 percent of the total primary energy consumption. Several indicators are well above the national average.

From the overall layout of the country, the northwest region will become an important base for a new round of new energy development in the future, it provides a rare historical opportunity for Gansu province to speed up the construction of new energy projects, optimize the distribution channels, and construct a new power system with new energy as the main body.

Since the beginning of this year, the provincial party committee and provincial government have made new energy development the main focus of building a modern industrial system during the “14th five-year plan”period. Following the “Double carbon”goal and process, they have accelerated the construction of a clean energy base in Hexi Corridor, and optimized the distribution of wind, solar and electricity development, we will press ahead with the construction of large-scale wind power bases, continue to expand the scale of photovoltaic power generation, vigorously promote the integration of wind, solar and water storage, and achieve high-quality development of new energy sources.

The reporter learned from the provincial development and Reform Commission that from January to September this year, the province added 1,531,800 kilowatts of new energy to be installed online, and the total installed capacity of new energy reached 25,220,000 kilowatts, accounting for 43.6 percent of the total installed capacity of the province; the power generation capacity reached 33,274 million kilowatts, the utilization rate of wind and photovoltaic equipment reached 97.08 percent, an increase of 1.93 percentage points compared with the same period last year. The new energy output in the province exceeded 13.7 billion kwh, accounting for about 33.74 percent of the total output.

Under the national “Double carbon”goal, many Central Enterprises, large-scale private enterprises have come to Gansu province to discuss cooperation, joint development of new energy. The provincial government has signed strategic cooperation agreements with Huadian Group, National Energy Group, China Power Construction Group, Three Gorges Group and Zhengtai Group. “Long power into Lu”project made a breakthrough, supporting wind and solar power projects can start construction within the year. “Long power into Zhejiang”“Long power into Shanghai”project advance in advance, the province is in the spirit of seize the opportunity to speed up the development of new energy industry.

The pace of construction of new energy projects was accelerated. This year, Gansu province started the construction of 600 million kilowatts of storage projects in advance. At present, some of the projects have been built and connected to the network. It is expected that most of the projects will be completed smoothly by the end of the year. At the same time, the city and state to arrange the construction scale of 12 million kilowatts this year and next year, to guide the city and state in doing big new energy, actively cultivate new energy equipment manufacturing industry.

In accordance with the requirements of the National Energy Administration, Gansu Province has launched a new round of mid-and long-term planning for pumped-storage energy. In accordance with the principle of “Complete listing and comprehensive coverage”, and on the basis of a general survey in the whole province, 27 planning sites are finally recommended, involving 12 cities and states, the total installed capacity of 33.5 million kilowatts. Among them, there is no ecological environment constraints of the 11 stations listed in the national “14th five-year plan”to start construction.

In addition, Gansu province also actively carried out new energy on-site absorption demonstration project construction. Jisco has carried out a smart grid and new energy absorption demonstration project, through the development of new energy projects, with a certain energy storage devices, in the form of dedicated lines connected to JISCO power grid to absorb new energy, it has formed a new model for traditional high-load energy enterprises to carry out new energy on-site absorption, which is of positive demonstration significance for raising the proportion of non-fossil energy consumption in the whole province, realizing the on-site efficient utilization of new energy, and effectively reducing the carbon emissions of enterprises, it also shows the responsibility of enterprises under the “Double carbon”target.
