What We Learn About China’s Electric Vehicles Policies from the 13th National People's Congress?

The development of China’s electric vehicles (EV) is in the same synchronized level as all the other advanced countries. We are the world’s largest production and sales market in the last past 3 years. The total amount is more than 1.8 million EV, said the Ministry of Industry and Information Technology (MIIT) in March 5 during National People's Congress (NPC) session. He also said, at the present time, EV in China still lack core technology control capabilities, preferential links, and local protection. In the next step, the MIIT will strengthen the overall planning and policy connection to solve these problems. So, what are the topics of EV that the delegates and the members of the committee focus on? And what are their suggestions?
Topic 1:Battery Recycling
We are facing some problems in the EV power battery right now in China. First, the relevant decrees are not consummated. Second, the system is not completed. Third, the skill and level need to be improved. Forth, the high cost and low profit.
We have to speed up to complete the laws and regulations on the recovery and utilization of power storage battery, said by Mr. Ching Ni, deputy to the National People's Congress and the deputy Secretary of the general branch of the village Party (Guo Cun, Jiangdu District, Yangzhou), and Mr. Zhou Shan Hong, the chairman of Jiangsu Vansun Group, Secretary of Party General Branch. We have to standardize of the structure design, connection mode, technology and integrated installation of the power storage battery, and to strengthen the relevant laws and regulations on the recycling, transportation and storage of the waste batteries. Further, to implement the power storage battery coding system and tracing system.
Mr. Chen Hong jian, deputy to the National People's Congress, the chairman of SAIC Motor Corporation Ltd., secretary of the party committee, suggests regulating the recovery of EV battery by subsidy. He suggests moving part of car purchase or subsidy to special fund for environmental protection. After the power battery has been recycled, government moves the subsidy back to business. He says it could improve the cycle management of the power battery for EV factory.
Topic 2:Construction of Basic Charging Facilities
The development of EV cannot be separated from infrastructure construction. At the present stage, the development of new energy vehicles is seriously restricted due to the shortage of charging facilities.
The deputy to the National People's Congress, the chairman and general manager of Chery International brings us the idea of regulation of peak power. He suggests storage electricity at night to reduce carbon emissions.

Secretary of the Party committee and chairman of BAIC Group suggests the dynamic programming is necessary to blueprint the charging facilities, such as speed up the development of advanced charging technology, improve the supporting facilities and upgrading. For example, a new residential area will need recharge facilities, pipeline bridges, distribution facilities, installation position and land use.
Topic 3:Self-Driving Vehicles
With the rapid development of new energy vehicles, the development of network technology, derived from intelligent automatic driving get more and more attention from the industry.
Mr. Zhu Hua Rong, deputy to the National People's Congress, the chairman of Changan Automobile co., Ltd, suggests reforming the existing management mechanism to strengthen the management of intelligent network of vehicles, and speed up the establishment and improvement of autopilot related regulations and standards.
Mr. Zeng Qing Hong, the deputy to the National People's Congress, the chairman and general manager of GAC Group co., Ltd, we hope to create a legal space for the development of autopilot by authorizing the pilot, speed up the establishment of special regulations on auto driving test, strengthen the investigation and establish the regulation of autopilot management with unified power and responsibility.
Mr. Robin Lee, member of the CPPCC National Committee, chairman and CEO of Baidu Inc, suggests speeding up research and introducing operation policy and laying a legal foundation for accelerating the industrialization of autopilot from the national level. It is suggested to strengthen the risk of preventing the car from being attacked by hackers and controlling the key data. It is suggested to speed up the deployment of automatic driving vehicle operation, promote intelligent road infrastructure planning and construction, and accelerate the transformation of new urban traffic environment for automatic driving vehicles.
Topic 4:Local Protection
Before the CNY, the central four departments jointly issued a document about adjusting and improving the financial subsidy policy for the promotion and application of EV. It is clear that no form of local protection should be taken in all parts of the country. But, in the local policy environment, there are still factors that are not conducive to the development of EV industry and the establishment of a fair competition market.
The representative of the National People's Congress and the president of the Great Wall automobile, Mr. Fung Ing Wang have 3 suggestions. First, to check the unreasonable local access system or record system set by the local government in order to build a unified domestic EV market. Second, we should adjust the tax structure of the automotive industry, gradually improve the tax on vehicle use and retain links, reduce taxes in production and purchase links, and fundamentally change the way local governments provide protection for local businesses. Third, it is clear that local governments should not provide cash subsidies for car purchase, encourage local governments to transform vehicle purchase subsidies into the links, such as electricity subsidies, highway toll subsidies, and direct subsidies to users.
Topic 5:Intelligent Charging
The development of EV is inseparable from the support of energy infrastructure, as the traditional fuel vehicles can't do without gas stations. Members of the CPPCC National Committee, academician of the Chinese Academy of Sciences, Mr. Ou-Yang Ming Gao thinks charging technology is the key to the development of electric vehicles. In the future, the trend of EV charging will be the two ways of "private charging, charging slowly” and “Public fast charging and filling”.
Mr. Ou-Yang Ming Gao said with a view to the next 10 years, the distributed renewable energy will become the main energy source of power generation, and the charging intelligence will lead to great changes in the energy structure. He also said that with the support of the new policy, distributed generation projects and power users can conduct direct electricity transactions, and distributed energy can qualify for the sale of electricity. This is a major policy breakthrough for the charging ecosystem of "photovoltaic + energy storage + electric vehicles".
In fact, the development of the industry has entered a new stage and the development of EV will face more challenges as the permeability and the quantity of EV are increasing. In addition to the following topics, such as power battery recycling, charging infrastructure construction, automatic driving, local protection and other topics, the circulation of EV, the after-sale service system of EV and the operation mode of EV are also the focus of the industry. It is necessary for the whole industry to integrate all kinds of resources, cooperate fully, combine innovation and develop together.
