From May 28th to 29th, Hunan ushered in windy weather. Influenced by multiple factors, such as new energy and hydropower, weekend load drop, etc., Hunan Power Grid is faced with great pressure of electricity abandonment. The inter-provincial peak-shaving auxiliary service market in Central China gives full play to the role of inter-provincial mutual assistance. Five inter-provincial peak-shaving support for Hunan Power Grid was organized in the days before and after 28th and 29th. Hubei, Jiangxi and Henan provinces supported Hunan Power Grid in peak-shaving with a maximum power of 1.3 million kilowatts, with a cumulative turnover of 11.6 million kilowatt hours. This is the first time that the peak shaving auxiliary service in Central China has been successfully applied to Hunan's new energy consumption, and it is also the first time that the main body of Hunan's power market has participated in the peak shaving auxiliary service market in Central China as a power seller.
In recent years, Central China Energy Regulatory Bureau, together with Henan and Hunan Energy Regulatory Offices, has actively promoted the construction of power auxiliary service market in Central China, and promoted the inter-provincial mutual aid of peak shaving resources and the sharing of reserve capacity of the whole network through market mechanism. Since it was officially put into operation in May 2020, the inter-provincial electricity peak shaving and standby auxiliary service market in Central China has achieved remarkable results, tapping the peak shaving potential of the power grid to the maximum of 2.4 million kilowatts, promoting the inter-provincial consumption of surplus new energy to more than 1 billion kilowatt hours, and realizing the inter-provincial sharing of standby capacity to the maximum of 800,000 kilowatts.
At present, the peak shaving auxiliary service market in Central China has truly become a regional platform for Hubei, Henan, Hunan and Jiangxi provinces to actively participate in, help each other and promote the full consumption and utilization of renewable energy. In the next step, the Central China Energy Regulatory Bureau will implement the requirements of building a unified national power market system, further revise and improve the Operation Rules of Inter-provincial Power Peak-shaving and Standby Auxiliary Services Market in Central China, give full play to the advantages of 'moderate volume and size' of regional power grid in resource allocation, make good use of the characteristics of close operation and service operation of regional auxiliary services market, continuously enhance market activity, give full play to the role of market mechanism, and enhance the renewable energy consumption capacity of Central China Power Grid and the safety and economy of system operation.
