Automobile industry is one of the pillar industries of the national economy. Affected by the epidemic, the supply chain of automobile industry in many parts of the country has been blocked, and some automobile enterprises have reduced production or even stopped production. The reporter of 'Lookout' Newsweek recently learned from interviews in Shanghai, Anhui, Zhejiang, Chongqing, Shanxi and other places that with the acceleration of the resumption of work and production in various places, the crisis of automobile supply chain has been quickly overcome, and many automobile enterprises have ushered in recovery, and their output has steadily increased.

What deserves attention behind this is that the supply chain of new energy vehicles is beginning to change: when the open global market and fast transportation means are challenged, the supply chain of new energy vehicles tends to be regionalized from globalization, and enterprises are willing to spend more cost to increase inventory and even back up more supply chains to cope with the crisis.

The industry calls for the establishment of a number of strong coordination mechanisms to promote concerted actions among provinces and departments at the critical moment when the supply chain of new energy vehicles is being reshaped, and to continuously promote the 'guarantee of supply and stable chain' of the new energy vehicle industry. At the same time, in the long run, we will plan the measures of 'strengthening the chain and stabilizing the chain', and lay out more high-end core component industrial clusters to enhance the independent controllability and enhance the toughness of the new energy automobile industry chain.

Get through the pain points and difficulties, speed up the chain stabilization

Since the beginning of this year, the epidemic situation in COVID-19 has continuously affected the supply chain of the national automobile industry, and some automobile enterprises have reduced production and stopped production. Since April, the relevant ministries and commissions of the state and local governments have made great efforts to ensure supply and chain stability, and continue to promote the resumption of production of the automobile industry.

The reporter learned that many places use the 'white list' mode to promote key enterprises to resume work and resume production. Chongqing implements 'one enterprise, one policy' for key enterprises, and extensively collects the list of key supporting enterprises of leading enterprises in the region in the Yangtze River Delta region, striving to be included in the 'white list' of key industrial chain supply chain of the Ministry of Industry and Information Technology, and speeding up enterprises' resumption of work and production through multiple channels. Shanghai's key vehicle enterprises and key parts suppliers will be included in the 'white list', and the 'chain' resumption of work will promote the smooth supply chain of the automobile industry.

In addition, many places have also taken innovative measures to ensure smooth logistics and strongly support the resumption of work and production. Recently, the three provinces and cities of Jiangsu, Zhejiang and Shanghai have strengthened cooperation and put into use the transfer stations for emergency supply of important materials in the Yangtze River Delta. Each transfer station can guarantee the transfer demand of 30 vehicles with a capacity of more than 20 tons per day, and successfully open up the two-way transportation channel of automobile parts in Shanghai and the Yangtze River Delta to ensure the continuous supply of key parts.

Lai Yingbiao, head of purchasing department of SAIC's passenger car supplier Sanli Huizhong, said that the company used the 'group purchase' model for reference, and gathered the goods of many parts manufacturers located in other places to one of the head suppliers, and then transported them to Shanghai after disinfection. As a result, upstream enterprises were able to share freight and reduce possible logistics delays, effectively smoothing the supply 'blood' and ensuring the resumption of production of SAIC passenger cars.

At the same time, strengthen the 'closed-loop management' of personnel, and actively ensure that employment receives good results. In order to ensure that the personnel are employed, Geely Shanxi Base and relevant departments of Jinzhong City carry out the 'factory lieutenant colonel' mode, and move the campus into the factory area, so that students can successfully complete their studies, and the factory can realize the minimum turnover of personnel. Chongqing car companies are instructed to implement 'closed-loop management' and 'no-get-off operation' for logistics drivers, which also effectively avoids the occurrence of logistics block caused by epidemic prevention and isolation of drivers.

At present, as a gathering place of new energy vehicle manufacturing, many vehicle enterprises in Shanghai have fully resumed work, basically achieving continuous and stable production. Yangtze River Delta is an important distribution center for auto parts. With the improvement of epidemic situation in many places, auto parts enterprises have accelerated their resumption of work and production, which has also led to the improvement of the supply chain of vehicle enterprises. According to the data, in April, the production and sales of new energy vehicles in China were 312,000 and 299,000, with an increase of 43.9% and 44.6% respectively, thus achieving the goal of 'going against the market'.

Supply chain is still tight, new changes need attention

The reporter learned that the current supply chain situation of the national automobile industry has improved, but it still faces many challenges.

-The supply chain situation is still tense and fragile. Many car companies have reported that there are still some problems in the supply chain, such as insufficient suppliers' resumption of work, logistics block, etc. Tong Zhiyuan, president and CEO of Changxing New Energy Automobile Co., Ltd. said that at present, the company still has a large number of overseas imported core components that cannot be delivered. For example, a batch of airbag components imported from Mexico are stranded in Shanghai Free Trade Zone, and the inventory of this component is zero.

-Affected by the rising prices of raw materials, the production cost of enterprises has increased. Liu Yudong, Party Secretary of Shanxi New Energy Automobile Industry Co., Ltd. said that the current cost of raw materials for producing an electric car has increased by about 20,000 yuan. Since the beginning of this year, the procurement cost of Qingling Group has increased by more than 15% compared with the same period of last year, and the financial pressure of enterprises is high.

-'Core shortage' needs to be solved urgently. Many car companies have reported that the current 'core shortage' is gradually intensifying, or will continue until 2023. Almost all the chips hoarded by individual car companies are used up, and they are faced with the situation of 'no rice to cook'.

According to industry insiders, the whole industrial chain of domestic new energy vehicle manufacturing has been tested, and the fixed supply pattern and production mode are changing in the past.

First, enterprise inventory requirements are higher. According to industry insiders, with the sudden change of the international situation, the supply chain mode in which large companies were able to find the required production resources anytime and anywhere has changed in the past, the willingness of enterprises to 'stock up' has intensified, and the safety inventory requirements have been significantly improved. According to the general manager of a head auto parts manufacturer in China, in the past, the requirement of safety stock of most head enterprises could be as low as 3 days, but due to the epidemic situation, enterprises will shift from low stock in the past to higher stock.

Second, the regional 'chain length system' is being reshaped. Liu Yudong introduced that due to the poor supply chain, enterprises have been unable to release production capacity for a long time. 'This epidemic has exposed the excessive concentration of the automobile supply chain, which will affect the national industrial chain once it encounters a situation like the epidemic. We are working with other OEMs in the region to lay out the ecological environment of the automobile industry within 300 kilometers. Taking automobile die stamping as an example, we have turned to local enterprises, from production to maintenance, and no longer have to rely on enterprises in Jiangsu, Zhejiang and Shanghai. ' Liu Yudong said.

Third, the proportion of self-produced parts of automobile enterprises has increased. Pan Ruoyu, deputy director of Hefei Economic and Information Bureau, believes that in the future, vehicle manufacturers will become less and less dependent on parts suppliers. 'BYD vertically lays out its own supply chain, and its core components are developed by itself; Tesla will do the main components, and the rest will be outsourced. The number of parts required is much less than before. ' Pan Ruoyu said.

Ensure the healthy development of new industries

The pattern of the new energy automobile supply chain is being reshaped, and it still needs continuous efforts to ensure the healthy development of the new energy automobile industry.

On the one hand, further enhance the degree of self-control in key links and fields. Liu Yudong and others introduced that at present, domestic chip manufacturing is mainly concentrated in the low-end and middle-end, and car-gauge chips are still subject to people to a considerable extent. Take Changan Automobile as an example. In the past, there were some 'black box' parts. In order to master the trade secrets, international suppliers only give their products to automobile manufacturers. As for how and why the components inside are designed, automobile manufacturers do not know. It is necessary to speed up the transformation of 'black box' parts into 'grey box' and 'white box' parts, so as to be more self-controllable.

Industry insiders suggest to reduce the amount of materials that are not complicated but will cause the integrity of the supply chain system through technological innovation. Pan Chenghai, deputy director of the Equipment Industry Department of Hefei Economic and Information Bureau, said, for example, the wiring harness of new energy vehicles is much more than that of traditional fuel vehicles, but if the technology and design are reformed, the usage can actually be reduced by half. In addition, technical improvements such as one-piece die-casting body can also reduce the number of parts and wiring harnesses, so that one controller can perform more functions.

On the other hand, 'One Picture of the whole country' makes a strategic layout of the new energy automobile industry. A number of industry insiders said that in order to cope with the possible uncertainties in the future, vehicle manufacturers began to back up more supply chains, but it was easier to form a closed small market, easily lose their comparative advantages with external competition, and not easily cope with systemic risks. The automobile industry chain of new energy is long and the market is big enough, so it should be considered to strategically lay out this big industry which is related to the national economy and the people's livelihood in the whole country. The core areas in the eastern, central and western regions can rationally lay out the industrial cluster construction to ensure the industrial safety.
