At present, under the international issue of carbon neutrality, the Chinese government has fully expressed its determination to achieve this strategic goal: 'China will strive to achieve peak carbon dioxide emissions by 2030 and carbon neutrality by 2060, which requires painstaking efforts, but we will go all out'.
Achieving carbon neutrality has penetrated into all aspects of social and economic development. In recent years, the vigorous development of China's new energy vehicles is the proof of the strength of carbon neutrality.
In recent years, in order to promote the core competitiveness growth and high-quality sustainable development of new energy vehicles, the Chinese government has put forward policies such as tax reduction and fee reduction, maintaining the safety and stability of industrial chain supply chain, and actively encouraged international investment, cooperation and exchanges in the field of new energy vehicles.
As an important automobile manufacturing and production country in Southeast Asia, the automobile industry has developed into the first pillar industry in Thailand, with the advantages of complete industrial chain, large domestic and foreign markets and wide radiation range. As early as 2015-2017, the Thai government introduced incentive policies and investment preferential treatment to support the development of new energy automobile industry in Thailand, including the reduction and exemption of enterprise income tax and consumption tax, which paved the way for the rapid development of new energy automobile industry in Thailand.
Since then, with the goal of promoting the upgrading of new energy automobile industry and attracting industrial investment, the Thai government has continuously adopted policies as the traction force, and successively issued policies to increase support. For example, the Thai Investment Commission gives preferential investment measures to the electric vehicle industry, and encourages the vigorous development of plug-in hybrid vehicles and pure electric vehicles by exempting corporate income tax. At the same time, it has given relevant preferential rights and interests to the charging pile investment project of supporting facilities in the electric vehicle industry. In addition to providing preferential investment rights for suppliers, the Thai government has also introduced a subsidy policy for consumers, so that the consumption price of new energy vehicles is equal to that of traditional fuel vehicles to support the consumption of new energy vehicles.
In addition, in order to achieve the goal set by the Thai government that the domestic electric vehicle output will reach 30% of the total automobile output by 2030, Thailand officially approved the electric vehicle development measures proposed by the Electric Vehicle Policy Committee on February 15th, 2022, such as vigorously reducing the tariff consumption tax on pure electric vehicles, motorcycles and pickup trucks and providing market subsidies. Some analysts said that this measure will greatly promote Thailand's new energy automobile industry to attract foreign investment and international cooperation.
Under the basic framework of the Regional Comprehensive Economic Partnership Agreement (RCEP) initiated by ten ASEAN countries, in recent years, Thailand, as one of the RCEP member countries, has closer cooperation with China in the field of new energy vehicles, and related Chinese enterprises have also gained fruitful results in their investment and cooperation with Thailand. Two Chinese automobile brands, MG and Great Wall, entered the top ten of Thailand's domestic automobile sales list in 2021, providing Thai consumers with diversified automobile brand choices; China SAIC Motor Group and Thailand Zhengda Group jointly built a vehicle factory and participated in the construction of public charging piles in Thailand.
Ms. Zhong Baofen, Director of the Investment Office of the Consulate General of Thailand in Shanghai and the Shanghai Office of the Thailand Investment Promotion Committee, said that Thailand's business environment is highly internationalized, and with the vigorous promotion of the government and the assistance of policies, especially under the RCEP environment, I believe that more and more outstanding Chinese car companies will invest in Thailand to carry out international strategic layout and achieve mutual benefit and win-win.
